COLLUSION

I would like your opinion on collusion in poker. For instance 11 people in a tourny. 10 places cash. blinds are 2000/1000. bb only has 1400 chips. over 3500 in the pot and it cost the small blind 400 to call. If he folds to a buddy is that collusion? is it cheating?
